Yes!! For example, Mrs Frisken and Bernie were two notorious minor characters in The Rigel Affair by L M Hedrick. I am currently writing the Sequel, and they were far to malicious to kill off previously, so they are returning to wreak havoc in the Sequel!

Sounds like a great idea!
I often fail to kill off characters I had planned on doing away with…sometimes they come to me in dreams and threaten to haunt me forever if I kill them off. 😉
